Critical Infrastructure

The overarching goal of the Critical Infrastructure Sub-Committee is to recover from all hazards (natural or man-made) and build a safer, more secure, more resilient UASI region by preventing, deterring, neutralizing or mitigating the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit elements of the UASI’s Critical Infrastructure/Key Resources (CI/KR).

Emergency Medical Services

The mission of the UASI EMS Sub-Committee (UEMSC) is to collaborate across agency and county lines to develop and implement a standardized, system-wide approach to E MS preparedness planning. The development of this approach shall involve defining the overall strategic planning/preparedness goals and objectives for the Emergency Medical Services discipline within the seven county and two core city region of UASI.  Additionally, the UEMSC is tasked with identifying the EMS equipment, training/exercise needs for the region for each grant cycle. The UEMSC role also extends to ensuring that all UASI EMS agencies maintain compliance with regulatory and programmatic requirements outlined by the N.J. Department of Health, and the N.J. – Office of Homeland Security and Preparedness.

Fire/CBRNE

The Fire/CBRNE Sub-Committee is comprised of fire and law enforcement representatives who work on initiatives to prevent and respond to terrorist incidents or other catastrophic events where fire, chemical, biological, radiological, or explosives may be present.

Hospital Sub-Committee

The mission of the UASI Hospital Sub-Committee (UHC) is to collaborate across facility and county lines to develop and propose a standardized, system-wide approach to health-care emergency preparedness planning. This approach shall involve: 

  1. Defining strategic goals and objectives 
  2. Identifying planning, preparedness and equipment gaps 
  3. Identifying training and exercise needs 
  4. Maintaining compliance with all regulatory and programmatic requirements outlined by the N.J. Department of Health, the N.J. Office of Homeland Security and Preparedness, and The Joint Commission following National Priorities and Target Capabilities.

Intelligence/Information Sharing

The Intelligence Information Sharing Sub-Committee works to ensure that information and intelligence is gathered, analyzed and shared among all of the jurisdictions and levels of government within the UASI region to prevent and respond to terrorist incidents or other large scale matters of public safety. The Sub-Committee strives to commit resources and tools toward ensuring that this process is efficient and effective.


Interoperable Communications

The Interoperable Communications Sub-Committee’s mission is to ensure that all UASI jurisdictions and disciplines have the ability to communicate among themselves and with other municipal, county, state and federal partners during large scale mass casualty events or terrorist incidents.

Metro Urban Search and Rescue

The mission of the Metro Urban Search and Rescue (MUSAR) Sub-Committee is to rapidly provide professional urban search and rescue trained emergency personnel to respond to catastrophic situations to include critical transportation infrastructure, where civilians and first responders find themselves in need of technical rescue services.  The MUSAR Sub-Committee’s duty is to rescue human life and stabilize property through the use of specialized equipment and training. This is accomplished by constant coordination and training of the 11 units that make up the Metro USAR strike team. 

Law Enforcement

The UASI Law Enforcement Sub-Committee (LESC) is tasked with developing regional initiatives to enhance terrorism-related law enforcement investigations and operations to successfully deter, detect, disrupt, investigate terrorist's activities and apprehend suspects. The Sub-Committee uses funds to employ regional approaches to support overall preparedness and adopt regional response initiatives. The UASI program takes an inclusive regional approach to the development and implementation of initiatives and involves contiguous jurisdictions, mutual aid partners, port authorities, rail and transit authorities, campus law enforcement and state and local agencies.

Public Health

The Public Health Sub‐Committee is tasked with developing initiatives that will identify local and regional projects that meet the goals/objectives of the Public Health Core Capabilities.   This includes, but is not limited to, drafting Mutual Aid Agreements, Memoranda of Understanding (MOUs) and drawing from “best practices” to sustain long‐term, regional public health capabilities.
